Before the draft Law on Public Safety

Tuesday, 26 November 2013

The Coalition of NGOs for Development As civil society, we consider this proposal

As civil society, we consider this proposal deeply worrying since they constitute a restriction of freedoms and rights and criminalization of mobilizations peaceful channeling social discontent and demands to cut human rights taking place in our country.

The defense of human rights and the promotion of peaceful proposals that contribute to the common good part of our civic identity. We consider non-violence as a legitimate form of social transformation; nonviolent proposals are absolutely necessary to fight injustice and jointly build just and equitable societies.

In this situation, give the alarm and we consider absolutely necessary that under no circumstances forget that:

  • The right to demonstrate is enshrined in the Spanish Constitution, and so is freedom of expression
  • Freedom of opinion and expression are also included in the Declaration of Human Rights of the United Nations.
  • Citizen participation is one of the key elements for the democratic health of any country
  • Citizen oversight of public management is not only a right but also a civic duty that is inherent in the exercise of democracy. The claims nonviolent contribute to building more just and equitable

The draft Public Safety Act reinforces the current tendency to criminalize social movements. Limit free expression of citizenship can increase existing social tension. Betting on policies that respect human rights and nonviolent proposals ensures democratic societies. We hope the government will not forget.
