An Alliance for child protection in Morocco,es

Durante 10 años Alianza por la Solidaridad ha impulsado un ambicioso proyecto para fortalecer el sistema público de protección de los niños y niñas en Marruecos. Miles de talleres de formación, cientos de organizaciones involucradas, decenas de instituciones públicas comprometidas y mucho trabajo son el resultado de una iniciativa que ya está mejorando la vida de cientos de menores que sufren violencia o están en situación de vulnerabilidad en el país vecino.

Thanks to the support from the Spanish cooperation)AECID) we started a project to reverse this situation in Morocco in 2006.

What began as a pilot project in Tangier (the creation of a child protection unit and the implementation of a programme of training, networking and an early warning system) more ambitious in five cities grew at age 4 in a program more (Oujda, Salé, Tetuan, Beni Melall and Agadir). All the actors involved in the protection were clear that a new model, based on an early warning of the dangers, with access to the system of protection through a locally-based service was necessary. It was essential that this system was known by the inhabitants and institutions and to give a comprehensive response (including schools, shelters for minors, health, police, family, judicial and social services) once detected a case of vulnerability and violence suffered by children. Also we knew that the generation of partnerships for children was key. So we got down to work.

The visible heart of this project is the child protection unit (UPE), which continues to be a place where working experts in childhood (a / director and a pair of social workers) as articulators of the whole process and that once reached the lower d erivan to corresponding services are health, educational or legal depending on the case. The creation of this device was responding to a political will of the Moroccan Government, already embodied in the National Plan of action for children PANE of 2005. En primer lugar, el refuerzo y formación de las entidades locales que trabajan con la infancia para fortalecer su capacidad de intervención y su formación en gestión y protección de la infancia. Durante todos estos años se han realizado diversas formaciones con las asociaciones y organismos públicos: derecho de la infancia, sistemas de protección jurídica internacional y en Marruecos, equidad de género, prevención de la violencia a menores, o talleres de mejora de inscripción en el registro civil, un verdadero problema para los menores, porque sin registro no tienen derecho a la salud, educación o cualquier otro servicio social.

Las formaciones también se adaptaron localmente. Por ejemplo, en Tánger impulsamos un modelo de coordinación entre las escuelas para la mejora de la respuesta de la violencia, especialmente de las niñas.

El fortalecimiento de los dispositivos de las asociaciones locales ha sido fundamental para el proyecto y para los y las menores. Los datos de impacto son claros. El proyecto ya está en marcha y las Unidades de Protección de Infancia abiertas o a punto de hacerlo. El reto ahora es institucionalizar el sistema de Unidades de Protección a la infancia y conseguir que el actual apoyo del Ministerio de Desarrollo Social y la Entraide Nacional continúe.

Alianza continuará trabajando por la infancia migrante en Marruecos, gracias al apoyo de la Generalitat de Valencia, pero el proceso de implementación de un sistema de protección a la infancia en Marruecos ha llegado a su fin. Es ahora el turno de la sociedad civil marroquí, ya empoderada, para seguir presionando políticamente para que este sistema funcione. Apostar por la infancia es apostar por el futuro de un país, y desde Alianza estamos orgullosas de haber formado parte de esta iniciativa.
