He was born in Bilbao on December 25, 1945.
He graduated in Economics and Business Administration and Doctor of Law from the University of Deusto, with the thesis "Economic Theory of the Environment". Economy Expands studies in Paris and Nancy, graduating in European Higher Education from the University of Nancy in Economic Policy in the EEC
He has taught at the University of Deusto (1070-1984) Professor of Economic Structure and Economic Policy and the Carlos III of Madrid (2001-2006) University as Associate Professor of Macroeconomics and Spanish Economy.
In his public life has held various responsibilities in the Basque Country and nationally. It was Councilman Bilbao, Vizcaya statutory deputy (1979-1981) and Deputy in the Basque Parliament (1980-88). Government Delegate in the region of Murcia and the Basque Country; in 1991 he was appointed Minister for Public Administration and in 1993 Minister of Industry and Energy. He was a member of the Congress of Deputies and spokesman of the Socialist Group.
Since 2002, it leaves his public activity, is dedicated to the practice of his profession as an economist and professional counselor in various companies.
Actualmente es presidente del Consejo Asesor del Laboratorio de la Fundación Alternativas, un think tank que analiza políticas públicas, del que también fue director (2004-2011) y presidió desde 2004 la Fundación Solidaridad Internacional, una ONG dedicada a la Cooperación al Desarrollo.
